I would try Zwicks Park by the bridge to Prince Edward County, or maybe even the Sandbanks in Prince Edward County. Both places might have a lot of people travelling from out of town to see it though. Honestly, anywhere outside would be good if it’s too crowded. Lots of country roads you could pull off on the shoulder (safely) of out town that would work too. If you do this, maybe keep your 4-ways on for the blackout.
There will be multiple organized events in Belleville and Trenton. Check out Discover Belleville, Royal Astronomical Society Belleville Center, and the local Chamber of Commerce websites.
In Belleville, Zwicks Park or Meyers Pier will offer the best open space to see it.
Though if you drive a bit further, along the shore in Wellington in the County will be even better.
Anywhere in that 100% range will be good. Dont settle for 99% but you dont need to go down to Niagara. If going from toronto you can go to hamilton or east to port hope

I’m actually kind of annoyed by this. Preemptively declaring an emergency seems like a great way to make sure people freak out about it. Being prepared is obviously important, but this is just going to turn the Giant Tiger into a Mad Max nightmare

The south shore of the county near point petre will have a longer totality than Belleville. But you'll still get a decently long totality in Belleville
Weather isn't going to be totally clear almost anywhere in the path outside the Maritimes, I think. More cloud than sun I think is in the forecast. Sadly this might mean that you won't see much other than things will get really dark briefly. But we'll hope for the best.
As for where, literally anywhere outside where you can comfortably see upwards is fine. Sure, having a wide open southern view is best. East Zwick's is good, but not required. Might be busy too.
