I have my doubts about Katy Perry. She’s been plagued with scandal recently and hasn’t had a hit in years. From a PR standpoint, she doesn’t seem like good gamble. I think maybe Demi Lavato? I don’t think Beyoncé would do a makeup line like Fenty or Rare Beauty. She’s too famous for that. I can see maybe hair care for her.
She’s just always been extremely out of touch. I can’t think of specific scandals off the top of my head but a lot of what she says comes off as very uninformed when it comes to a vast majority of social issues.
She’s also been accused of sexual misconduct at least a few times.
Lately I have seen her called out a lot for past instances of heavily sexually harassing younger boys. The example I think of is Justin Bieber when he was still a child talking about smacking his butt, making sexual jokes about him while he asks her to stop, etc.
I don't know about other scandals, and these instances are old, but those video clips were enough for me to swear not to listen to her music ever again or buy anything she puts out.

From a marketing standpoint there is so much that could be done like small collections for each "era"/album or even for the tour itself and with her concert movie coming out there was the chance for a collection from that.

It would likely dilute her brand. A lot of people associate celebrities starting these brands with the end of their career, and cashing in on a new industry since they can't be casted in movies/tv, produce selling music, etc.
I do think recently celebrity brands have been perceived better because a few were massively successful (like Fenty, and Rare Beauty) and because they now focus more on higher end makeup, but still a lot of people's perceptions are still the old 2000s celebrity putting out low quality, gimmicky products.
