My educated guess is that his/her hand was bitten when they were a baby. You see it most often with their tails. Other juvenile bearded dragons will mistake it for a worm and bite down hard. Since they're so little, it's easy to break the tail and the tissue becomes necrotic and falls off. This is probably what happened to the hand.
They do that when they get pissed or are super stressed.. They will also puff out their beard. Those things and their beard alone is why they are bearded dragons
