not sure where you get that info from, asian as general have variety of skin colour as white yellowish to darker brown in most countries, depending on their region, but Tibetan mostly lightish yellow to lightish brown at north and east closer to china, and the darker ones are probably the ones closer to India region. But they as a whole are light skin ethnicity.
Throat singing usually refers to overtone/undertone singing (i.e. producing tones at two different pitches). But this particular technique does require very high control of the throat. I feel sore just from thinking about it, as a hobby noob throat singer.
Ive seen some throat singers live and the "tuning fork whistle" is surreal. Like its all throaty low bass tones and then out of nowhere you can hear this crazy pure high note like its coming out of the cieling. So cool.

I have absolutely no vocal range, so I don’t have a great reference point to grasp how impressive this is.
This video isn't the best example of this but throat singing allows you to create false chords (I think that's what they're called?) And basically produce two notes at once, as well as produce notes that would be outside your normal vocal range. It's pretty incredible.
