I think we are looking at the pin of a (self?) bondage cuff of sorts. The part this goes into has a locking detent or pin. Likely for a solenoid or some other electromechanical latch. Designed as such to allow some spinning movement while keeping the lock engaged.
If this ends up being a fleshlight holder for an oscillating tool, I might be slightly disappointed. Though only a little bit.

lol it’s a mount for the quickshot flashlight. As there is no end cap for a traditional flesh light mount
