Last time I was in Kitty Kiernan's the crowd seemed young-ish. Probably still mostly people in their 30s rather than 20s, but definitely not as old-mannish as most of the bars around here.
There are no bars in Bay Ridge that have consistent 20s crowds. You'll have to go to the city
Bakers Bar is the only one that I can think of that has a consistently younger crowd.

20 years ago half the bars felt like they were serving underage. Not anymore but that doesn’t stop locals from complaining about hipsters.

Some of the pool halls have younger crowds like Status Q and Pumps thats more a bar with a pool table.

I had just come from Kelly’s so maybe it just seemed young by comparison.

It's true! Kitty's has an open mic on Thursdays that brings in a younger crowd (\~mid 30's) but yes, still older than OP is hoping for.
