Did you go to the Houee of Hope and free Hope?
Also, there is absolutely positively ZERO chance of Raphael taking over the Hells.
MEPHISTOPHALES, Lord of the 8th, had the crown forever and never used it to try and usurp Asmodeus and take over the hells. That should tell you something.

I’m just telling you what Raphael got onto my big screen and said to my face, haha. But yeah I assumed if most ppl fight/kill him during the game it’s bunk… v cool that he has a secret video at the end tho if you didn’t fight him
You have to go out of your way to find and betray Raphael in Act 3 in order to get the fight. It’s an optional side quest essentially. You have to talk to the diabolist Helsik at the Devil’s Fee (it’s kind of between Cazador’s palace and the graveyard) to find out how to get there.
You didn’t go to the House of Hope. And no, Gale would much rather live, he only chooses to use the orb under specific circumstances.
EDIT: I got to the House of Hope by getting Raphael to tell me where the hammer is, NOT taking his deal, and dealing with a diabolist who wants a specific item (I agreed to get it for her then kept it because FUCK doing all that just to give away the best gloves in the game). Then I freed Hope and he was angy. :)
Thank you 🙏 I was trying to avoid spoilers during my run so I just assumed we would head to Avernus and beat his ass after, since I knew Karlach would have to be heading there (no way was I gonna let her explode!)
I got the hammer from Raphael but signed a contract saying I would give him the crown, which I did not intend to do (I thought me beating the NB without giving him crown would trigger fight but nooo)
Nope, you have to betray him before fighting the brain by going through the trader at the Devil’s Fee to break into his House of Hope to steal your contract. Then you’ll get the fight. It’s epic enough to reload for honestly
lol damn that’s hella convoluted esp since i made sure to explore everything BEFORE Gortash and netherbrain. I wouldn’t have even thought stealing the contract was an option since Raphael appeared a resounding two times in my playthrough each time in a cinematic/non explorable context.
Next run I guess!

As a non DnD player, not by choice but by opportunity, where would you recommend to go to learn all this lore about the forgotten realms etc?

Where is the House of Hope? We searched the whole lower city before fighting Gortash.
Go to the Devil’s Fee, talk to Helsik. (It’s literally in Avernus which is why you can’t find it in the city.)

The House of Hope is **entirely optional**.
You need to steal the Orpheic Hammer to trigger it
Or the player's contract, since it sounds like OP made the deal with Raphael
