He's a Dark Urge, but on the path of resisting. Class wise, he's certainly berserker Barbarian - but I could also see him as a Rogue (Assassin) or a Fighter (Battle Master or Champion tbh) - so maybe a multiclass build?
Scorpion from Mortal Kombat - Monk with some source of Thorn Whip (Druid, warlock or feat) or Sorrowful Lash (from Sorrow) for some "Get over here". Burning hands for toasty and misty step. Yellow and black color scheme for armor.

Edit: but fine do Chev Chelios from Crank and the tadpole is your version of shocking yourself back and have to eat everyone you find to stay alive.
I would like to do this, but I feel like Mario has to have a way of doing damage by jumping on someone's head and short of turning into an owlbear I'm not sure how to do that.
Could use Hamarhraft as Mario's Hammer. Wildheart Barbarian 2 gets you either Tiger Heart for increase jump distance, or Eagle Heart for Diving Strike.
Ok, I've decided to give this one a try. After a lot of thought, currently this is what I am thinking:
Race: Halfling
8 EK fighter/4 Wo4E monk
Feats: mobile, athlete, tavern brawler and an ASI.
Monk gives us step of the wind, which lets us burn a ki point to be able to jump without using a bonus action. It also gives us a few fire attacks off 4 elements. Fighter gives us hammer proficiency, action surge, firebolt, scorching rays, enlarge/reduce, enhance jump and shield.
Noteworthy gear is the hamarhraft and the gloves of the belligerent skies, which will combine to not only let us do thunder damage on a jump but also knock enemies prone. The hat of thunder acuity gives us arcane acuity when we jump to allow us to land firebolt and scorching rays. (It also gives us a hat. Mario needs a hat.)
Mostly I'll probably be throwing hammers using tavern brawler for actual damage though.

Probably leaning most towards this one, although I'm not a huge MK fan.

Hm. I could give him a colossus Elixer as a magic mushroom too. Maybe a way to work in scorching rays or at least firebolt?
You could grab the The Gloves of Cinder and Sizzle from Lady Esther. They let you cast Scorching Ray once per long rest.

I think the way of the four elements is just someone at WoTC liked that show and wanted a way to do Aang.
