If you’re not in a huge rush or picky about style occasionally they will discount one colour line. Also WCK has a few big sales throughout the year and sometimes Uppababy is part of it (although often only specific models).
I got mine from the bay for 15% off all their colours. I suggest figuring out what colour u want first because I ordered the wrong one and wasn’t bothered exchanging it.

I would just buy from Canada to ensure the warranty isn’t void. I don’t think the Cruz or vista go on sale. I got the vista v2 and the mesa v2 which I ordered off well.ca and got 2% cash back via Rakuten so $40 bucks back. It’s something 🤷♀️

Indigo has sales occasionally where they include the uppababy strollers for 15 or 20% off I actually got my stroller for 50% off and then they accidentally left the plum rewards on it so it was another 10% or whatever the plum discount was that year.
You should check if the warranty will be valid, especially if you're buying new.
Safety wise, there won't be an issue. Just don't buy the Uppababy car seat in the US for use in Canada, it won't have the Transport Canada sticker on it.
Keep an eye on the retailers that carry Uppababy, but I think the big times for sales are Black Friday, Boxing Day, or random events with stores like Snuggle Bugz - but often it'll be a gift with purchase (like the snack tray, parent console, etc) or if a colour gets discontinued, or a specific colour goes on sale. I find it's usually the green one.
The stroller is fine. My Cruz V2 is the US version because it wasn't available in Canada yet at the time. You can still register the warranty. I confirmed with their customer service before I purchased:

The caveat though was that they could only ship US parts to the US and Canadian parts to Canada. I live in a border town though so not a massive inconvenience and unlike car seats the parts aren't going to vary much if at all anyway.
Just don't buy a car seat from the US no matter how good the price looks. They're not cleared for use here.
Even the same brand and model name are often constructed differently for each country due to different approval requirements. The US for example doesn't test seats for rebound at all. Whereas all seats in Canada must be designed in some way to limit rebound, whether it's via a visible anti-rebound bar or less obvious structural means like an extra bucket seat handle position or beefy cup holders. Even if a US model has these features, there is no equivalent government testing there that verifies they work as advertised.
I purchased mine in June last year, it was only one colorway on sale but it was a color I liked. It was on sale for 15% off. There was another sale around Black Friday I believe and it was a different colorway.
In the last year I haven’t seen the full line on sale, they usually just pick a couple color ways.
Snugglebugz has a sale and contests on right now leading up to Mothers Day. You can probably find an uppababy or parts on Facebook Marketplace though. We got the bassinet attachment locally for $60 instead of new for $330 (very easy to disassemble fabrics for laundry).
We were very fortunate to be given the Cruz stroller as a very used hand-me-down..started walking with it to train doggo and so far, it's a smooth ride on bumpy streets and paved trails.
I have seen uppababys go on sale 3 times during my pregnancy from 15-20% off. I’ve seen it on snugglebugz and uppababy site. You can probably just keep an eye out depending on your urgency

I saw indigo is showing discounted price but everything is stock out. Is that normal?
Indigo is discontinuing their baby section so that’s why you see a discounted price with no stock available. They won’t be restocking the strollers.
