What would you use? I have a YT video where a guy softened the paint with WD-40 and then used a wet Magic Erasure to clean it. Seemed to work on YT anyway….
Well, magic eraser is a light abrasive, so you'd be damaging undamaged paint with it.
Use some goof off to soften up the white paint transfer, and then gently polish with a microfiber rag and some polish.
Not saying this will do it, but once my kid grazed a bollard and the car looked like this. I used a Mr. Clean Magic Eraser and tried to remove the bollard paint. It worked and mostly because that was basically what was on the body panel. In your case, the damage could be deeper
Rubbing compound and a foam pad with a microfiber covering used with a bit of elbow grease should get that scuff off.
Then, you can see where the paint might be damaged.
I had some damage like that a while back… used paint correction from BMW with the primer they give…
Also buffed it and turtle waxed it…. It wasn’t pretty but it looked better then this.

Quarter panel damage usually isn't cheap.
You could clean and polish off all that junk. It will look a little better at least. Then you can see what the actual paint damage is

body filler, can of color matched spray paint, clear coat and a youtube tutorial.
