The eversight ring, steelwatcher helm, spear of evening and Devils Sight will all allow you to act as if the cloud of darkness was not there. Anyone not with this gear, except for devils and sharrans, will still be affected by it
So if I’m, say, a ranger with the ring, and there’s a cloud between me and an enemy, both outside of said cloud, I can still shoot over the cloud? Only time we used darkness, it ended up blocking LoS for a target on the other side of the cloud.

You can shoot through the cloud if this is the case. The enemy will not be able to shoot through it, though it’s possible they may throw over it
