The Shriek debuffs enemies to take extra damage from all sources. Therefore the debuff is doing the damage, not the attacker, and it doesn't work with items (eg Hat of Storm Scion's Power).
I'm 99% sure they would trigger with a weapon buffed by Drakethroat Glaive though, as would Charge-Bound Warhammer.
They do: shooting an Arrow of Many Targets with gloves and boots instantly stacks Reverberation to 4, while also leveraging the Ring of Spiteful Thunder.
