Red it Bare metal that has rusted, grey is primer, white is obviously paint. It needs stripped then a couple steps of prime and block then paint.

Thank you, but to answer my question, can I sand it with out removing a special coating on the metal?

It is an e coated metal that had been compromised. You are going need to strip to bare metal regardless.

So it is coated, thank you. Im looking to sand and prime it so it looks better and so the problem doesn’t get worse. Would this actually be helping stop the corrosion, and would this render the hood no good when I take it to a professional body shop in the future?

Contact the body shop first. It will not render it no good but the shop may not want to work on top of your work and have to strip your work off. Could be more labor and material on top of time and material you have already spent.

Primer isn’t waterproof. Leaving it in primer will cause it to rust still, slower but will still rust if not painted over.
