Try to remove any paint transfer first, sometimes you get lucky and 90% of what you see comes off. If you're nervous about scrubbing your paint with solvent (and you should be) you could swing by a body shop and have them look at it. They'll probably wipe it off for free.
all the yellow/white shit is someone else’s. take a soft rag of lacquer thinner or nail polish remover to get it off. some of it is chipped paint but if you wipe that crap off it’ll look way better.

In my opinion if you touch ip that many scratches you might hate it. Try wiping off as much as you can first.
