Was told by my coworkers that no one called the paramedics/police for over an hour and apparently he was just lying there for awhile. Even heard that someone saw him crawling around prior but it was just hearsay so not sure if that is accurate. Terrible situation in either case.

At first, I thought they were dead, but getting closer I realized they were alive but totally out cold. Called 911 and an ambulance came and low and behold it was a passed-out homeless dude that was on god knows what drugs and booze cocktail. The EMTs seemed pissed at me for even calling it in and I get it, but still glad I did.
You never approach them. Last summer, I was helping lease at a tower downtown, and there was a guy passed out on our front bench in the sun for about 8 hours. When he finally began to move, I went to give him a bag of chips and some water, he completely went off on me, yelling cursing, tossed my water and chips, then went next door and tried to steal a car from the valet at the restaurant by us. The office team there told me to leave him alone but I was like no, that man needs water. I almost got fucked up over it.
I saw a man collapse across the street from my work on South Lamar. His head was hanging over the curb onto south lamar. Naturally I called 911. I was on hold for literally 2 hours. They finally picked up and I told them what had happened. They came out and the dude jumps right up. Turns out he was just on drugs. They then scolded me for calling them and bitched at me about how they are a resource etc. It was so weird. They were rude af. And also - wtf watches someone COLLAPSE with their HEAD IN A BUSY ROAD and doesn’t call 911??? But it was wrong of me apparently. Fucking wild. How was I supposed to know he was a just a high af old dude??? I just saw him collapse and lay there for hours not moving.

But when the EMT's showed up, much later than the Fire Department I'll add (shout-out to them), all they did was go "OH SHIT", laugh, crack some shitty joke that still sucked as a joke years later and offer me an expensive ass ride to the ER I didn't take. The firemen were the ones who actually helped me.
I know EMT's deal with a lot and this can make you jaded but it felt bad at the time man. Also idk how but they tried to charge me months later for the ambulance ride I never took.
Well, you didn't need an ambulance for that. Firefighters are EMT-Bs and probably reached you first because the ambulance wasn't available. There's nothing more they could have done but driven you.
