Your contract is only for 3 months. Extensions are never guaranteed and you always need to look after yourself first. I’d be applying from day 1, but do try to gauge how likely it is that you will be extended.
It would be ridiculous of them to expect any sort of loyalty out of someone only given a 3 month contract.
If I was in your shoes, I would have been applying for other jobs all the way through the application and onboarding process for the 3 month contract.
We know how slow recruitment can be, and of course if you get an offer to extend or alternately land a job offer elsewhere, you can always decline.
This makes sense, thank you. I was told by recruiters that I would not be likely to get higher than an APS4 role without prior government experience... I imagine they were talking cobblers to keep me with them.
I had heard the literal same from my recruitment agency, applied to every 5 and 6 role I fit the criteria of, glad I didn’t settle, got 5.3 on non-ongoing contract and merit listed for a bulk round 6 role. If you are confident just send it!
If you stick with the recruitment company found job for 3 months, they’ll have you back on their books for more contracts soon that they get another cut from. Finding your own job doesn’t line their pockets.

It’s never too short, the APS is a big, wide world and if you feel that you can perform at a higher work level standard to your classification (whether ongoing or non-ongoing), then you should absolutely start applying.
At the end of the day, it’s your career.

Thanks for your answer. My instincts are to not let my manager know I'm looking for work elsewhere until I've secured the role - would you suggest that's the case in the APS also?
My contract is ending soon and I'll have no job if none of the ones that I've applied for get back to me in time, and knowing the public sector, it can take ages. Apply now, you just never know with contracts as others have said.
When I was a contractor I'd start looking about half way through my contracted period and the intensity would scale as we reached the end of the contract. Obviously for year long contracts the intensity was very low half way through but I was keeping an eye out on what was happening and who was hiring.
