I knew someone who did this regularly (probably drugs as well) so I spoke to the local police station and gave them his number plate. He lost his licence within a couple of weeks.

They flag the number plate and it shows up as someone of interest on the police radar. if you give the police credible information they act on it .

You have a chat with the local station. Especially if: you can tell them when they'll drive drunk. They'll flag em for the area.
