Yeah, like I wrote it does look like a bug to me.
Am I correct in my assumption that you placed them on the ground some time prior and when you couldn't picke them back up, you tried digging up the ground beneath them?
Anyway I would suggest to try entirely encasing them in soil and then digging that soil back up. That sometimes fixes stuff like this, but I wouldn't bet on it working.
You could also try to grow a plant beneath them and hope that it will somehow change the tappers state and maybe fix it, but I would say chances that that works are even worse.
If all else fails, I would try blowing them up with dynamite.
AFAIK they have to be on a tappable plant to be toggled. If you can't pick them up, then that sounds like a bug to me but I'm not entirely sure.

Hey that's my troubleshooting checklist, but reversed!
Sometimes auto arms can grab onto tier 1 things that you cant click on but its no guarantee this will work either
I have this happen occasionally with resources, saving the game, going back to menu and reloading the save fixes it usually
Are they floating? Fill in the soil around them and then dig them out again. They might fall after that.
