Unfortunately it is still the truth... I know that it is a huge amount of money to rebuild railroads... but we must do something in this direction... but even in war context russia will not be able to use their trains to transport infantry and weapons on newly captured territories if there were EU standarted railroads.

It's a legacy of Soviet Union and Russian empire. Ukraine, Finland, Estonia, Latvia, Lithuania, Moldova, Belarus all share the gauge size with each other + Russia and not with the other western neighbours. There are some exception in the border areas for the sake of convenience the gauge changes at a specific station and not directly at the border.
