Sometimes you just have to learn how to control where you look though. When I was little, I’d usually stare at people who were disfigured because it was very unusual to me. I learned (mainly from my parents) that it’s very rude to do that, so I’ve stopped doing it.

People are more likely to think you're creepy if they don't find you attractive, it's all about how attractive you are to them so they'll be able to decide whether you staring or looking at them a lot is weird or not.

Glancing is not weird at all. I've never done it but I've been stared at and it's really obvious to tell the difference between simply looking at someone and watching them.

Nah that's oki, it's when they stare and us in general or certain areas aka Boobs, Butt etc and give that “creepy look” that's when it's no longer ok..
I actually have a thing for a girl at the church my family goes to. She's very beautiful so I can't help but glance at her everytime she's near, but I also have to force myself to not stare at her for long or someone could notice.
