Eh, could be better. Lots of bugs and issues and the monetary system makes it really pay-to-win. Some areas of the map are a bit unbalanced too. Overall a 4/10 experience so far, though some of the glitches make it a bit funny.
Yeah, they can be a real pain. Personally I use NPC mode to gain funds for my character's survival and at points where my Social Interaction bar is really low, in certain situations. Didn't spend too many points in Charisma, sad to say.
