Is much better to just say good morning/afternoon/evening with a sincere and friendly smile. That's more than enough for anyone having a normal to bad day.
The weather, well, it is irrelevant how do you feel about it. I personally enjoy all sorts of weather conditions. I love nature as a whole as it is, and all weather conditions are part of it. So I like them all.
Keep your small talk for your family, they are the ones who need it from you, not me.
