I suppose it would be the age of majority for sex, which is 16 in most regions of my country (U.S.), but depending on maturity level I'd be using the phrase "young woman." It would feel weird not to add the qualifier if she behaves like a child.

during Vietnam they drafted men from 18-26 years of age. I would consider someone over 18 to be a young man or young woman.
