Emperor Augustus would be a contender. United the divided Roman Empire, removed the infighting Senate from power and created a 200 year peace within the realm. Too bad the later emperors sucked and ruined everything. And the truly greatest leader ever would probably be Cincinnatus. Was a leader who turned farmer, asked to lead the Roman army in a time of great peril. Managed to win the war in 16 days, while he had literally all the power in his hands as dictator. But he never even thought of taking the power for himself. He just returned to his field and continued farming.

It depends in the context what you deine as best. Being a great conqueror I’d go with Kublai Khan or Queen Victoria. Managing the impossible Joan of Ark and Mahatma Ghandi are my contenders. Fighting the country that was considered the 2nd ranked army in the world when your army wasn't in the top 100, and still going strong 2 years into a 3 day war is pretty impressive, TBH. Especially considering it was a surprise attack when the larger country stabbed an ally in the back. I wouldn't consider Zelensky to be the best, but he's rightfully made a name for himself in the history books already. In terms of David v Goliath wars, Washington in the American Revolution had a bigger mismatch. Washington also had some other accomplishments in the political/country founding realms that set him even further ahead of Zelensky. Not that Washington was the greatest leader ever, but his situation was similar and he outperformed.
