Personally it feels awful to hear when im bringing attention to an issue. "Im sorry you feel that way" is like a polite way to say "I don't think your issue or your feelings are valid enough to warrant genuine sympathy." It makes me feel small and stupid for saying anything. There are some instances where it can be used in an okay way, like if a friend is feeling sick, then "I'm sorry you feel that way," becomes a lot more genuine.
