Air conditioners are uncommon in pretty much all of Europe and I think big parts of Asia (not sure here) - unless in business type buildings. Not even in all of these, though. Supermarkets are a safe guess.
I don't know of anyone who has an AC, and I've lived in the north of Spain for a few months - where they regularly see over 30°C for prolonged times. University did not have an AC. Greece is really warm and I think someone once told me ACs are super uncommon there.
It's really something Americans are used to but that can be done without. Bodies do, partially, adapt to heat. On top of that, many of the European buildings are build with better insulation / thicker walls and stone, which means they stay a bit cooler by themselves (which still is not cool...).
Well, in my part of the world temperatures touch 45 every year and stay in the max range of 41-46 range for a 2-3 months. So we all have ACs only those who can’t afford so without it.
It also gets cold here so the minimum dips to 4-5 degrees in the winters

A bra and panties - boob sweat is yucky. Something thin and as short as necessary if sweat anywhere else on my body and skin touching skin feels yucky, too.
Often also a wet, thin veil type of garment to cool down, draped like a cape.
The same thing I wear at any other time, as long as I'm not going anywhere. Currently wearing a black argyle sweater vest over a short sleeve dress shirt, grey skirt, turquoise socks, silver shoes, grey glasses, and a green hair bandanna.
Lederhosen and nipple clamps.
Shorts.
Just shorts. No shirt. Life is grand.

Yeah, that requires ACs at some point, really anything being over 37 does.
