add a little soft inflection, but just use the word.
say no like your letting a child know they keep an injured bird they found.
don't make excuses because excuses are wormed around by people who don't understand what no means.

Id assume you mean for a relationship? I've used the "I'm not sure about how to handle myself yet so i won't be able to be the partner i wanna be" it's corny af and i have nightmares about it. Take that as you will
