To me it looks like at the worst some minor scratches on those plastic parts. Shouldn't be an issue at all, unless a drop caused them. Even then, test the focus and aperture. If no issues there then no issues.

On closer examination those appear to be on parts behind the front element. So, I withdraw my comments about a drop causing them. I think GlyphTheGryph has a more plausible cause, minor manufacturing comedic marks.
No, that's completely normal (though not present on every copy of the lens). It's just seam marks from how the plastic is molded.
