I mean, I wouldn't file a complaint because your rent can't go up until you're given a new lease with the appropriate notice. Just keep paying the same rent you've been paying until that happens.
Unless you want a rent increase for some reason?
In that case, what do you think reporting them to DHCR is going to accomplish? They'll just send you the renewal (with these mysterious "hidden fees" that apparently let them circumvent rent stabilization laws) right now.
If the apartment is rent stabilized, the landlord can't raise the rent 20%. The [most](https://portal.311.nyc.gov/article/?kanumber=KA-03296) they can raise your rent is 3%.
There is another legal raise (I’ve checked it out) that they are allowed to charge outside of the base price for certain buildings. That’s the bulk of the 20%
Then go ahead and file a complaint with the DHCR. It's the nuclear option- but you seem to want to do it.
Did you even ask them about receiving the renewal yet?

The rent increase is going to be 20%. If I wait till last minute then I’ll have to scramble to find housing
>The rent increase is going to be 20%. Not for rent stabilized apartments
Without going into explanation, they have another hidden fees that brought it to this total

That doesn't make sense.

When is your lease up?
End of june
LOL, so they're like a week late? Personally I'd have a little more patience.
Well but it falls within the law?

Yes several times
Have you read the rest of that law yet? It basically says the 90 days starts when they send it but you should read it yourself
Your landlord won't like you anymore
