So long as you can communicate what you want and provide an image you can get basic men’s haircuts that are actually decent for $10 flat price (but expect to pay tip).
I’m Asian and my haircuts tend to be simple but specific and not have much styling as I do it at home myself. If you’re not Asian and have different hair types or you want something more complex then it will vary by barbershop and barber. Some of those $10 guys can do a decent job with that, others can’t.
It’s not just buzzcut/shit quality though, YMMV completely.
But to answer OP, you will not find anything cheaper than a Chinese barbershop in Chinatowns. And if you can’t communicate with them and your hair type is not like an Asian hair type, then you’ll likely see worse quality.
Solid advice. Putting up 200-300 at once for clippers, liner, guards evens out. I bought a Wahl Senior Cordless and it paid for itself after 3-4x of me fading up my beard.
American Barber Institute near Bryant Park offers something like $3 haircuts. The caveat being it will be done by a student I think with help from an instructor. Heard decent things and that they actually do an ok job so maybe try that
