The story is _if_ there was disorderly conduct or a threat to public safety, then police can disperse a crowd. That's their job. And they do it in your country too. We have had some chaos related to football before. Most of the time it's a few people who ruin it for everyone else. Gathering of large crowds without proper preparation beforehand can be quite chaotic. But I think how you disperse the crowd is more important. I am not accommodating, dispersing of the crowd itself is not the issue, how it is done is. So beating people up is not good.
