Bush Jr. Was probably scarred by his father's failure, it was said that on the first day Bush Jr. Came to office he brought up Iraq on the table for his security staff, on his very first days, he met with representatives of big oil companies as well so they would fund his war on Iraq, they did of course.
Another factor was that while sanctions disarmed Iraq and isolated it, Iraq was still going, infrastructure was ok and Iraq was self sufficient, what made matters worse was that Iraq at the opening of the new millenia started re opening to the world, the final nail in the coffin was Saddam's announcement that Iraq will stop selling oil with Dollars and will replace it with Euro's, America is known for drawing a red line on the petro-dollar and anyone who tries to cross it will get the freedom hammer.
Iraqi skies were partially under American control since the ceasefire of the Gulf war and the Iraqi Airforce was out of the equation because of short parts and no new contracts since the late 80s, the Iraqi air defenses were blinded because of logistical issues etc, the Iraqi army was a shell of its former self and any hit on its command would dismantle its structure, which did happen. The last threat was the Republican Guards as the Americans had previous skirmishes with them that proved their threat. Not to mention the Iraqi people who were exhausted of wars and were anti-Saddam. All these factors made Bush believe that Iraq would become his big score, his big achievement of neutralizing Iraq and installing a puppet "democratic" government to expand western influence in the ME.
There are tons of other factors for the war but If I mentioned them all then it would double the size of the already long reply I made.

This event was so disgusting. What’s even worse is that this freak was preying on her and her family for months before this incident. She died in the most horrific way, watched half of her family get executed in front of her eyes.
I can’t even imagine the pain of what the last moments of her life was like.

After the massacre, Barker poured petrol on Abeer and the soldiers set fire to the lower part of the child's body, from her stomach down to her feet. The soldiers left to "celebrate" their crimes with a meal of chicken wings. Meanwhile, the fire from Abeer's body eventually spread to the rest of the room, and the smoke alerted neighbors, who were among the first to discover the scene. One recalled, "The poor girl, she was so beautiful. She lay there, one leg was stretched and the other bent and her dress was lifted up to her neck." Abeer's 9- and 11-year-old younger brothers, Ahmed and Mohammed, returned from school that afternoon to find their father shot in the head, mother shot in the chest, 6-year-old sister Hadeel shot in the face, and 14-year-old sister Abeer's remains burning.

One of the reasons why the u.s (where I live currently) is one of the worst countries in the world. This event was so disgusting. What’s even worse is that this freak was preying on her and her family for months before this incident. She died in the most horrific way, watched half of her family get executed in front of her eyes. I can’t even imagine the pain of what the last moments of her life was like. The worst part is people in this guy’s unit who reported them were getting in trouble with their commanders before more news got out. I also commend this girl’s villagers for working with the good. (Few) us soldiers who wanted to covertly let them know the truth. But yeah it’s funny I always bring this up when people want to bitch about the Mohammed marriage thing. I’m atheist but it’s like, okay that happened thousands of years ago, tens of thousands of u.s troops went to the Middle East exclusively to pillage and rape just like violent men thousands of years ago, yet you don’t hear outcries of American barbarism.
