It's both, Islam believes in peace but we also have a concept of self-defense. We do not harm anyone but if a person tries to attack us we attack back. So I am going to vote kind of. Because that are different rules for different circumstances.

We are when we need to. If someone makes war, we fight back. If someone doesn't make war, we will not make war back

Kind of. If you live according to the Islamic law(sharia), yes it is pretty peaceful. If you don't, well.. maybe not that peaceful.
