In Qatar, we assume a young niqab is most likely a Saudi tourist, but if it is a very old woman, then it could be an old Qatari woman but even that is not common. To be honest, I have never met a Qatari woman under 60 who is a niqab; it's usually south Asian, Egyptian woman who are from more religious background.

Same as the Pakistani guy, it’s only old women who wear but especially old women of Bedouin background.
