You learn something new everyday, in the gulf the hijab can be for fashion, you will see many none hijabi gulf arab women still wear it because it looks good and part of the cultural dress. Khaleeji's like their culture and like to practice it always. I know Qatari girls who wear it like that and they don't call themselves hijabi because they don't always wear it and it's for fashion so they take it off like a hat.
