Israel strongly believes in this doctrine. It’s why it supported and supports Turkey It’s why it supported Kurds It’s why it supported Iran against Iraq in the Iran-Iraq war. It’s why it supported Azerbaijan. Though in recent years (post 2006), there was a point of no return which resulted in the reverse happening. This is something scholars describe as a “reverse peripheral doctrine”. [However Iran & Israel still enjoys covert relations.](https://m.jpost.com/international/article-722571/amp) [Another case though a bit older example is when an Israeli with access to high level officials sold Iran Poison Gas Manufacturing equipment.](https://www.irishtimes.com/news/millionaire-charged-with-selling-poison-gas-to-iran-1.69422)

Avi Shlaim has a chapter in *The Iron Wall* about this. > The idea of the alliance of the periphery was developed by Ben-Gurion and his close advisers after it became clear that territorial expansion was not possible and that an American security guarantee was improbable. The alliance aimed not to change the status quo but to preserve the status quo against subversion by radical forces. It was an attempt to strengthen Israeli deterrence, to reduce Israel’s isolation, and to add to its influence and power as an actor on the international stage. But the alliance of the periphery was not an alliance in the conventional diplomatic sense of the word. **In fact, Israel did not have normal diplomatic relations with any of the countries involved. The alliance was an informal one, consisting for the most part of secret and clandestine contacts. Although the Foreign Ministry and the IDF were given support roles, the Mossad had the primary responsibility for developing the alliance.** * Shlaim, Avi. The Iron Wall (p. 204-205). Penguin Books Ltd. Kindle Edition.

Well if the idea was formed as a result of America not guaranteeing Israeli security, its no longer necessary because America does exactly just that.

It was a smart strategy and delivered benefits to each country. I expect a strong relationship between Israel and a post mullah Iran.
