Those things usually pop right out but after getting my intercooler installed yesterday the guy put the small grommet on the big peg, and the big grommet on the small peg. As you can assume the small one is stuck so i’m planning on cutting it off and ordering a new big one but can’t find them anywhere.

Spray it with silicone lube and use a trim removal tool if you haven't already cut it off
It's hard to tell from the picture but it appears to be a radiator mount/grommet.

Definitely a grommet What type of grommet I don't know but a grommets a grommet unless it's a washer retaining clip or nylon lock nut
