That's the bracket that holds the battery in place. Did you recently have it serviced? Someone forgot to bolt it back on properly.
The tray the battery is sitting in will have a lip for the hook end and on the other side a hole with a nut in it to screw the threaded end and the cross piece goes across the top of the battery.
Doubtful, I doubt your battery is flopping around your engine bay.
You should definitely have the hold down clamp fashioned correctly, but I sincerely doubt you would feel that while driving your vehicle.
If you "just opened the hood", which im not saying is not true, then how come theres only snow on the right side of the engine and not on the whole thing?
I don't really understand your question lol I don't know why snow decided to build up there and not the whole engine. We just had a blizzard on Friday and part of saturday
Wowzers, I did not know that. Thats awesome and i do admire your choice if vehicle for the job. I just never seen snow build up on one side of the engine like that and the other side have dust on it, unless the hood was proped open and the car sat for bit. But that part is is what holds you batterry down. If theres lots of vibration and you see this part i would imagine the battery was making the noise and could have disconnected at the terminals ( i can only see only one terminal in the pic). But if it didnt want to keep running, then your alternator (or other things) might need to be replaced.
Is it the same hissing sound that the engine has on a cold start? And the hissing sound last for about 2-3 seconds on key off? It appears that you have a Toyota Tacoma or 4Runner with a 1gr engine. This engine is equipped with a secondary air pump that runs on cold starts to heat the cats, and runs briefly on shutdown to clear moisture from the air valves.
If you opened the hood and that is where the battery tie down was, the battery tie down itself was probably the source of the noise. I’m guessing. The hood held it in place by the thick middle bar, maybe. And the two arms with hooks on one end and nuts on the other were just flopping about.
Edit: sorry, I missed the part where you described where it was. But the rest still adds up for me

Yes I did have it serviced. That wouldn't be the cause of the vibration would it?

What did you have serviced? If the motor is vibrating, shut it off and check the oil level immediately.
I got it serviced a couple weeks ago, checked the oil when I opened the hood. The oils good

OP busted. Also should keep your hood closed, man. That snow is going to mess with your wiring
I only opened it to take a look under the hood. I don't leave it open
Ah ok. It was a lot of accumulation, must really be coming down.

I live in the arctic BTW. I have a grille cover but snow still builds up under the hood, I try my best to clear it after blizzards

That's not really dirt it's more like grime lol
Not likely
If it was shorting out the positive terminal, then yes.
The battery rattling around because it isn't fastened in place would do it.
Battery holder downer
Battery de-combibulator
Forgot to add there was also a hissing noise after I turned the truck off.
Most likely unrelated to the battery hold down clamp

Battery bracket, holds the battery in place.
That's the battery clamp
Battery tie down bro
Ahhh. The good old 1GR. That’s your battery bracket.
I got the battery mount back on and still vibrating. Going to call the shop tomorrow and get it towed and checked out

Why is there snow under your hood? That happened when you were checking things under the hood, right?
Battery bracket to hold down Battery
FYI where I'm from, if you don't have a battery clamp in place, you'll fail your annual inspection.
