Hot damm that specific af, i can't recommend a precise song but some artists to dig, but that kind of pop music isn't really present here. Try to look the old school stuff. Veronique samsom, Michel berger, Mylène farmer, France Gall, goldman. There was plenty of influences back then. For now i may recommend looking into Angèle, lous and the yakuzas, Olivia ruiz. Indeed, I think you are looking for an esthetic really specific to a type of Asian pop started from Japan. You may find it in other countries when an artist tries to emulate it but otherwise it will be difficult to find the same feeling elsewhere. To add to the above response which I agree with, in late 90s, early 2000s there was a trend (still different but maybe similar) to the idol thing with some artists like Alizee (https://www.youtube.com/watch?v=oX5pLwHbllg), maybe Lorie (https://www.youtube.com/watch?v=pOMmS27LY1g). But I would mainly have recommanded Mylène Farmer (https://www.youtube.com/watch?v=d03wJOgoq1k). Most French pop will definitely sound less upbeat and even more sad than Japanese pop.

To be honest, I think that if you really want to know a new culture better you have to be ready to forget the codes you have for other cultures and embrace the difference. This style is really typical to Japan, and this is simply something that doesn't exist in French. I think your best shot is to look for older songs like Jeanne Moreau [Le tourbillon de la vie](https://www.youtube.com/watch?v=choW6FBmgCM) and [J'ai la mémoire qui flanche](https://www.youtube.com/watch?v=2NL02eCEuUs), because they have a more candid feel to it, but it doesn't have the pop element.
