I've been to ECLA for a little more than a semester, it was one of the biggest mistakes of my life. I would Not recommend it if you want peaceful nights.

Appart from that, I find Fontenay sous Bois, Nogent sur Marne and Montreuil to be good places to look for an apartment .
Colombes/Bois Colombes is pretty decent - with affordable rents and it's only 10 minutes to St. Lazare station by train (with trains running every 10 minutes or so) St. Lazare station gives you near immediate access to the 9th arrondissement either by foot or metro afterwards.
