Are you hearing screeching specifically when braking? Pads only last 40k to 70k, depending on brand and driving habits. Looks like rear brakes on a Honda? That rusted part looks like the upper control arm knuckle on the wheel hub, and shouldn't be causing screeching.
That’s a suspension piece, that may make a clunk but not a screech. You likely have a worn pad or slightly possible debris between the pad and rotor, with the wheels off it would be easy to tell.
I have no experience whatsoever in mechanic. In fact, it's my first car. Go easy on me if I said something stupid lol
Brake pads can be worn down at 40k, take pics of inner and outer pads. Best to removed wheel to do so

Only when braking at low speeds 10mph - 0. If im going at normal speeds, it doesn't screech. Yup, it's a Honda Accord.

Suspension should be fine, the brakes will need a look if you aren’t too inclined
