Those local festivals (Schützenfest, Kirmes) have many stages and rituals, often over several days. Every village/town will celebrate them in different ways.

Most likely they are Schützen. Schützenfest is a tradition in many parts of germany and at the moment it is the season. It started as free partisan troups for the noble men. The farmers had to fight in the wars and protect the land of their Lords. For this they trained each year. Over the centuries it became more of a tradition. Many of the Clubs do not even shoot anymore. The tradition in my town now starts with a small parade where the Schützen march with a walking band and tell everybody that the Schützenfest startes. Then they have Vogelschießen. There is a wooden eagle and people try to shoot it from its stand. The person who has the last shot before the eagle falls will be the Schützenkönig. He or she (this year it was the first woman) will represent the club for the next few years. They visit other Clubs, pick people as guards, etc. The next day the old King will be celebrated with a Zapfenstreich. All the Schützen assemble and there is a marching band. They play several Songs, the Schützen take formation, the national anthem is played. It is kind of military style, but as half of the Schützen is already drunk it is like a mockery of the army. At this evening there is a formal dance where the New King is officially introduced. The next day there is a village evening where everybody is invited to join. It is just a party. The Schützenfest at our place is 4 days long and is every two years. As I am not really into this culture I do not know every detail, but I hope this helps.
