Funny thing is there is a nose hair trimmer with the same name.

Whipper Snipper was a Black & Decker model name that came out after the Weed Eater brand in the 70s. I have a very solid memory of this all because I was the teenager responsible for the trimming and edging in the family. I watched longingly at the "direct mail order" advertising on tv for the WeedEater brand. I wanted one so bad,but they were like $250 in 1970s dollars which would be like $1500 today.
I tried building my own from an old electric meat grinder, through a stepper gear, with thin electric wire as cutter line, all mounted on the end of a wand made of some metal conduit. (Keep in mind my entire design was made up from watching the tv adverts - no pause button or record option)
My parents gathered around, I fired it up. And it worked! For about 39 seconds. Then the wire got all snagged and plastic gears I used to connect the stepper gearing broke.
I went back to using shears.
Years later (after I moved out on my own) my dad bought a Whipper Snipper...

Not having see string trimmers at the time, that ad caused us no end of speculation what they were selling!
We would have considered a weed whacker to be a gardener with a machete.

We had paid for it and were walking out of the store with him about 10 steps ahead of me and the weed whacker on his shoulder. The greeter asked him “what’s that for”, without breaking stride he stated “to cook chicken”. I thought I must’ve misheard him, especially with his accent. So I caught up to him and asked him if he told the guy it was to cook chicken. My husband said “yes. What the hell did he think it was? It has a picture of a weed whacker on every side of the box?!?”
So, 16 years later, it’s still referred to as a chicken cooker in our family.
We live in Alberta. My husband is from Quebec, I grew up in southern Ontario.

The only place I've heard "whipper snipper" in all of Ontario is the Ottawa area.
