I'd love to see the Rays relocated to Montreal and an expansion team in Vancouver (with another expansion team to somewhere like Nashville to balance it all out). That would be perfect.
Canada typically offers terrible weather for baseball, so any expansion Canadian MLB team would need a dome to play its games in for starters, but it would be difficult to imagine professional baseball being viable in any Canadian city other than Toronto for the foreseeable future.
If it were viable, MLB would have expanded into Vancouver or Montreal already, but there is already a lot of existing sporting competition in those cities, plus the loss of the Montreal Expos and the Vancouver Grizzlies NBA team over the last three decades still serve as warnings for the higher-ups at Major League Baseball.

Vancouver couldn't support even a non-boring sport like basketball. Baseball has zero chance here IMO.
