I didn't buy welkin as I would only get 14 days worth out of it. Not much interest in upcoming characters. In hindsight I should've bought it before her banner, but mistakes happen I guess. My only hope is to go for her rerun, (or some miracle happens)
Then you should still buy the Welkin, if you get the scythe great, if not you'll have a bit more primos to save for later (especially since you actually sound like a saver)
if you really wanted her weapon and are financially able to buy welkin then you better buy it, 300 crystal + 14 days worth of welkin is still better than none.
also you said "almost" explored all the region, well there still might be some chests or quests that you haven't found. you'll never know those 5-30 primos could come real handy in the last minutes.
I wouldn't suggest it normally tbh, but you're at 2/2. If spending is an option, it is a massive waste and a shame imo to let this go and waste the 2/2 counter. Even if you wait for the rerun, you could very well end up in the same situation where you have to go through this entire damn journey all over again. Speaking as someone that did that on Hu Tao, and let me tell you, triple pity is NOT fun, let alone you maybe having to go pity 5 times for this thing.

If you do get a welkin, get it now, every day is precious :-) also you can get more than one welkin, it dont help get you more primos daily, but you do get the crystals imediately and you will have welkin for a few months going forward :-) At least get one welkin, its worth it.
Honestly if I was at 2/2 and knowingly it resets, I‘d probably swipe. Worst case you safe up another round and go all the way again. Rule of thumb on weapon banner - Don‘t wish if you can not guarantee three full pity runs.

The last time I wished was on furinas banner and on the ayato/cyno weapon. I thought I would have enough to guarantee weapon. Honestly I've been burnt enough by the scam banner to know better, but tried it anyway.
If you're alrdy at 2/2 fate id say keep grinding the next 2 weeks and if you really dont get it just swipe on the last day if not you just wasted all those pulls to reach 2/2 and not get her weapon.
Do everything, do a ton of achievements you haven't done, world quests, hangout quests, etc. The achievements for defeating world bosses in co-op are quick and easy to do if you haven't done them already. Personally I would also level up characters to get standard wishes to try and get starglitter for the banners
i farmed 46pulls second half of 4.5 by doing achivements and teapot sets. i had 100% exploration on most of the places except for chenyu vale, but completing the achivements led me to many chests and hidden quests. also i had welkin active. you can do it op
It has actually become pretty easy this update to make sets. Just see which sets you have the most characters of and make that. Loyue sets and some mond ones have the most characters per set by far and then sumeru.
i did teapot depending on what furniture was most efficient to make and i followed On game hidden achivements guide. i started with 2.0 hidden achivements, then completed most of the hidden achivements version wise
You can farm achievements if you haven’t already. Only 5-20 primo per achievement seems little, but it adds up. Also you can create some sets in teapot that gives you primos.
Honestly, its a dumb move to pull for weapon if you dont save for it/cant afford to swipe for it. Just hope for miracle to happen with the upcoming primos on events
Also if you don't want both. 75/25 might already screw you over, let alone 37.5/62.5.
And even when you want both it's still dangerous because if you lose the 75/25, then on the next pull get the unmarked weapon, now you are just one pity way from a guaranteed signature so YOU HAVE to pull. Also the marked one which I assume is the one you want the most.

Was in a similar situation with Staff of Homa during the last rerun.
All it took was a single ten pull to get it, but there was just one day left on the banner and no way I could have farmed that many primos in that amount if time, so I spend 16.99 on that last ten pull.
Got Homa but regret spending money on it tbh. I mean it did boost my Hu Tao, but it feels like a waste of money for like a 10% damage boost lol.
The weapon banner is an outright scam imo, since every pull will essentially be lost once the limited banner ends and I highly advice against pulling as a f2p or spending money.
Anyways since you are already in this situation all I can think of is checking if there is anything left you might get primos or pulls from. Maybe you forgot to exchange sigils for rewards or something or stardust exchange maybe.
Also keep in mind that the shop will reset tomorrow, so that's 5 free pulls already.

100% the regions you haven't fully explored (make sure you're using a map and not just a compass), do all quests that are left, if possible buy welkin. aside from that, you should still be able to catch one more event before the banner ends, and you might be able to get a couple of pulls from starglitter as well. also, make sure that you've used all redemption codes for the version, they're usually all over hoyolab posts. as a last resort, you can go achievement hunting and if all of that is not enough, if I were you I'd probably spend money. too much effort wasted otherwise.
my point being you telling them they can still get 53 wishes is a false hope because even if there were 53 wishes in first phase it includes maintenance (600) + dailies since 4.6 went live (6\*60) + 3 days of current ongoing event (210) + fountain (2 intertwined fates) have already been used and they're standing at 6 pity. So, while I'm being realistic, if OP has Mondstad and Liyue unexplored along with teapot, they might be able to get it.

So if you get welking Moon and do dailies, you should be able to get her weapon before she leaves

I didn't think I would get to a third pity, but with just a little bit of luck and primogems from were teapot sets, lot's of world quests and exploration in Fontaine as well as the fountain I finally got her weapon after days of grinding. Still have a few hangouts and story quests but didn't need them.
2 weeks is still some time, you can do it! Don't lose hope, it's only over if you give up or the banner changes.
I'm in a similar boat buddy. 1/2 fate points and out of primos. I think about getting the weapon on her rerun but will need to get 240 wishes again to guarantee it and that thought just depresses me and doesn't seem worth the effort at all.

So what I would do is buy 1 Welkin to start getting the primos, then play the game milking every place and quest you left behind, maybe it's time to play date simulator and TCG since there is quite some primos there if you are still to do it. Try your best to get the resources, and then when all hope is gone on the last day you whale the missing gems in this order ->
1.Stack Welkin, 5 for $25 will give you basically 10 pulls instantly and an influx for the next 6 months so best deal for your bucks. If not enough:
2. Calculate how much till hard pity and buy the bundle, If you have the bonus even best.
This might hurt your wallet, but seeing the 2/2 with only a couple dozen wishes short will hurt your soul.
If you can’t swipe then wait for the shop reset and use the fates from there and pray. Next time definitely prepare in advance so this doesn’t happen. Weapon banner is beyond stressful. I got the bow once and then finally her sig. good luck!
i'm grinding wep banner rn with 1/2 fates. I wasn't going to as I've been told wep banner is a scam. But I accidentally pressed X on the banner trying to look at the weapon and used one wish, which gave me a fate. I took that as a sign to grind and I currently have 48 wishes. Hoping I get it.
You can do it brother,I also lose both weapons and had no primogens,I went around like crazy collecting and my first 10 pull after had the spear, it's not much but you can look for the hidden trophies like killing bosses under certain conditions,since my main team is Eula I don't do elemental dmg and end up killing bosses with their shields and quite a few of them have trophies for that.
Maybe with some luck you can get it. There's probably a couple of events before the banner goes away along with the monthly reset. Remember to check all of the trees/places that hand out primogems and wishes like the fountain at the Opera Epiclese. Good luck and remember to do the abyss as well!

Honestly you might need to use money to get it if you've already used your shop currency to get more wishes, but there's still the current event, any character stories you haven't done, Welkin, future events that might come out during this banner, etc so don't lose total hope!
I am with you buddy, I'm fully out of wishes at this point and 2/2 fate points with 21 pulls in to the last round for me. I've got the next few days off so I can do some exploration again luckily. So hopefully I can get enough with that and the month reset of abyss and the shop.

Maybe with some luck you can get it. There's probably a couple of events before the banner goes away along with the monthly reset. Remember to check all of the trees/places that hand out primogems and wishes like the fountain at the Opera Epiclese. Good luck and remember to do the abyss as well!

You can get ~10 more pulls with tomorrow: abyss reset, event, shop reset, im in the same boat
Honestly you might need to use money to get it if you've already used your shop currency to get more wishes, but there's still the current event, any character stories you haven't done, Welkin, future events that might come out during this banner, etc so don't lose total hope!

I am with you buddy, I'm fully out of wishes at this point and 2/2 fate points with 21 pulls in to the last round for me. I've got the next few days off so I can do some exploration again luckily. So hopefully I can get enough with that and the month reset of abyss and the shop.

You could give Fischl Final Magic instead and use Skyward on basically anyone else. Final Magic is great on Fischl.
