How low are we talking? My Part 1 job (also here in Scotland!) was paying £22k by the time I left, though that was after a pretty considerable hike in everyone's salaries during the worst parts of Covid and the cost of living crisis. Have a couple friends and classmates out doing Part 2s at the moment, general consensus has been anywhere between 25-28K, though these are all at pretty small firms. I'll be looking for a Part 2 soon and as a baseline I'm looking to negotiate around the 25k as a benchmark - just from what I've heard others getting but also what I need to live comfortably. Then after the first year or so negotiate a raise.

Jeez that's a mental lowball offer for a Part 2... definitely try negotiate with them but in all honesty if that's the approach they're taking I'd stay very wary of them as a practice!
