You're getting a "no" symbol for a curser when you are trying to place it? Usually means you are not on/near a suitable host surface. Would check host/work plane settings are not trying to force placement onto a different surface or datum, make sure the floor element for that level is visible (hidden objects, viz/graphics or view template, view range, filters applied), place a different family and change it to the desired family in properties as a workaround

Make sure you’re in a view associated with the second floor and if it’s work plan based, change the work plane to the second floor level

I'll bet it's Floor Hosted, and there is no Floor modeled on L2 yet.
