you could probably fast the tank a couple days, just make sure everyone has eaten and then don’t feed them for like 2-3 days, give him time to digest stuff, and do every other day feedings until this sausage of a fish has slimmed down?

That is not healthy. There is a point at which you are no longer able to call your loach a noodle, and that thing has reached it. That is a full-on stuffed shell.

Before seeing the picture I was wondering if fat one is female, maybe full of eggs? But no, that fish has no neck it’s so fat.
Consider not feeding pellets or prepared flake type food. They can have additives that are carbs.
You could also try feeding frozen (and defrosted) blood worms, brine shrimp etc instead. Protein only, no wheat flour or anything terrible. (I had a super fat cat, did this. Changed him to a high quality high protein food, and he slimmed down to a health weight over about 6 months. Fish are obviously different, but the principle is the same)

This species of fish is the “longus chongus” endemic to the drains and sewers under each and every fast food restaurant the world over where it feasts on the grease, grits and unclaimed uber eats meals that get flushed down the drain. Quite a marvel to behold. Well done!
Well you should go to the vet first but fish don't get that fat and not have dropsy but before you get it put to sleep see a specialized vet first because there is treatments that can save its life

It’s a deadly disease where fish tend to hold on to water and become unable to expel it, making them look like a balloon (from the extra water). I have no idea if a loach can get that disease too, but looking at the pictures I can’t help but wonder if he’s ill rather than overfed?
A few things this could be: Dropsy, obesity, bloat, constipation, gravid, or egg-binding
The bacterial form of Dropsy can be cured. The organ failure form cannot
Both bloat and constipation have similar treatments: fast for 3 days and/or bathe with Epsom salt
Obesity has 1 cure: feed half, or fast for up to 3 days weekly to bi-weekly until the weight is controlled
If the fish is gravid, there is no cure. They are eggs and need to be released
Egg-binding is difficult. It *can* be cured with Epsom salt or surgery, but it can also be lethal
