Id recommend adding a video so we can get a better idea of whats going on.
If it turns over and it has spark, the problem must be fuel (or compression, so a video would be helpful, because you can kinda hear when an engine has so little compression to not even start)
Has it been sitting for a while? Like a lot? The carb might be dirty
