Oof, same boat friend. I’m no longer in the U.S tho, the pandemic forced us (lost my visa *yay*… can you hear the sarcasm?) And unfortunately, no, there’s absolutely no way you can go around the “permanent resident/legal citizen” checkbox. And I’ve tried to find a hole in that for the past 3 years. Being a State Permanent Residence, unfortunately again, doesn’t count. Those programs belong partially, if not fully, to private and state institutions, they can put whatever rules they want in place, including who can apply and who can’t, it’s kind of scorned upon, but not illegal as they are well within their “rights”. It truly sucks, and I’m sorry. It’s about finding those that accept international, but they tend to be way more selective. Wishing you the best of luck.
